During the times of both the Hyogo Administrative Office and the Hyogo Prefectural Office, town management and problem-solving were paramount. This room was a court of law used to solve such problems, and it was here that investigations were carried out and judgements handed down. In the course of the building’s time as an administrative office, judgements would be made while conferring with the Osaka Magistrate’s Office, and on occasion the suspects would be sent to Osaka. Later, when the court of law was part of the prefectural government, it was thought that all matters were solved here. The court of law was known as an oshirasu, but in the Kansai area it was more widely referred to as a ginmiba. In a picture of the Nishinomiya Administrative Office, which was established at the same time as the Hyogo Administrative Office, the court of law is referred to as a ginmiba.
